Where is the Transparency in Harrison City Government?
The 2013-2014 budget contains an expense item for the URA in the amount of $6,078.00. The URA was formed to RAISE funds for projects within the city that conformed the URA plan adopted several years ago. The current city budget is apparently allowing for a sizable URA expense but the mayor and city council seem unwilling to explain the expense. When questioned about the expense at the budget hearing no explanation or comment was made. The council is not required to answer questions presented at a public hearing. However, when the mayor was specifically asked to explain that budget item she stated that the city staff set up the budget in accordance with the auditors recommendations. If the auditor is telling the city how to set up their budget then how are they able to conduct a true and unbiased audit. It seems obvious that the mayor and city council would know why there is a large expense item for the URA, but they won't say what it is.
